Customs cargo management re-engineering project
Customs has traditionally managed all cargo through customs agents using paper documentation. Apart from being cumbersome and not providing visibility of processes, the process was very expensive. The Customs cargo management re-engineering (CMR) project now allows customs agents to transact electronically.
Customs chose to use Public Key Infrastructure to secure the system. Organisations lodging import or export declarions first obtain digital certificates from an independent Gatekeeper accredited CA such as VeriSign and then register these for use with Customs' system.
During the implementation of the CMR project, Customs engaged Castelain to develop their policy relating to use of Public Key Infrastructure (PKI). This assignment required detailed understanding of the Customs legal and policy environment and the ability to liaise with and negotiate agreements between Customs' senior management, external vendors and regulatory bodies such as NOIE and DSD.
Castelain also provided technical expertise and advised Customs on how to obtain the necessary keys and certificates needed to operate the PKI.
Since this engagement, Castelain have been engaged several times by Customs to provide ongoing advice on the operation of their PKI.
